The Inland Revenue Department's announcement of 4 September 2026 reports the signature of a tax treaty with Slovenia. It presents an allocation of taxing rights and a credit mechanism for Slovenian tax borne by Hong Kong residents, subject to the Inland Revenue Ordinance.

The announcement also sets out reduced withholding ceilings for dividends, interest and royalties. These indications describe the signed treaty arrangements, however; the same announcement makes entry into force conditional on completion of both parties' ratification procedures.

For the groups concerned, signature justifies identifying potentially affected flows and preparing documentation about their recipients. It does not establish a secured tax saving. A tax credit and a withholding ceiling also address different questions: the former concerns the treatment of foreign tax, while the latter limits the source State's charge when its conditions are met.

Signature alone therefore does not justify immediate application of a reduced rate. For a particular distribution or payment, the agreement's effective date, the recipient's residence and the conditions of the applicable article will need to be checked. This brief does not determine those individual conditions.
