Law No. 162 of 4 August 2026 establishes a temporary mechanism to reduce diesel excise. Its methodology is not based solely on higher pump prices: it combines changes in Platts diesel quotations with changes in the average domestic retail price.
Analysis takes place twice a month. The reduction band depends on the threshold jointly met by both indicators, and the decrease cannot exceed 25% of the excise level in force. The statutory ceiling is therefore not a permanent, automatically secured reduction.
This combination rules out reasoning solely from the higher indicator. Where the two series diverge, analysis must identify the band they satisfy together, without adding their changes. For a cost forecast, the ceiling thus remains an upper-limit scenario, not the amount to use systematically. Reconciling the analysis period with the application period is necessary before attributing an excise saving to a particular supply.
The reduction ceases when the minimum cumulative conditions are no longer met. Assessing a supply therefore requires identifying the relevant setting period and the level officially announced for it. The excise mechanism alone does not establish an identical reduction in the final price or VAT rate.
