ARCA presents the Régimen de Promoción del Empleo Registrado as a scheme for private employers regularising undeclared or under-declared employees. Its announcement of 16 June 2026 covers relationships that began no later than 5 March 2026 and are still ongoing when the employer joins.
The start date and continuation of the relationship are therefore separate conditions. The employer must register workers in Simplificación Registral and submit the corresponding returns; the debt is then dealt with through Mis Facilidades.
An employee-by-employee review therefore appears preferable to a global estimate of the cost of regularisation. It can reconcile the actual start date, the reported position and the continuation of the contract, then identify the amounts potentially covered by the scheme. The expected saving must be distinguished from the amount still payable. Registering a worker in the reporting service does not, by itself, demonstrate payment of that balance.
We note that regularisation does not mean uniform cancellation of all debts. The announcement distinguishes the obligations concerned and categories of employer for debt relief and payment arrangements. Before joining, the employees, periods and debts actually covered still need to be identified, without extending a benefit to an excluded contribution.
