Public agency AKP reports the signature, on 11 September 2026, of an agreement between Cambodia and Myanmar addressing double taxation of income and tax evasion and fraud. This confirms the conclusion of a tax instrument separate from the investment protection agreement signed at the same time.
The documented event remains signature. The announcement reproduces neither the allocation of taxing rights nor the conditions under which a taxpayer may rely on the agreement.
The tax agreement and investment protection agreement must also be monitored separately. Their simultaneous signature does not establish identical beneficiaries, conditions or timetables. A business preparing a transaction between the two countries can identify the income concerned and the documents still needed for treaty analysis. This nevertheless remains a working hypothesis: a diplomatic announcement replaces neither reading the relevant articles nor checking their applicability to the contemplated payment.
For a cross-border payment, this announcement therefore does not justify applying a reduced withholding rate. The treaty text, its entry into force and its effective dates must be established before application; no quantified benefit can be inferred from the stated purpose alone.
