Mali's DGI announces that stamp duty on tax clearance certificates must be paid electronically from 1 July 2026. It links this arrangement to the Minister of Economy and Finance's instruction of 10 April 2026.

The measure concerns stamp-duty payment. We note that payment of this duty must not be confused with the examination of the tax position needed to issue the clearance certificate. Changing the payment channel therefore does not, in itself, establish that the applicant meets all conditions for obtaining the document.

Preparing the file can therefore distinguish the payment receipt, application reference and document ultimately issued. Keeping these items together facilitates reconciliation if there is a discrepancy or processing difficulty. A recorded debit does not prove the clearance certificate is available; conversely, the absence of an immediately accessible document does not establish payment failure. Monitoring should cover each stage without presuming they are completed simultaneously.

For a particular application, proof of electronic payment must still be matched to the clearance file. The announcement consulted specifies neither the amount of duty nor the other supporting documents required; these cannot be inferred from the announcement of digital processing alone.
