Inland Revenue announces the introduction, on 10 September 2026, of the tax bill concerning, among other matters, annual rates for 2026–2027, simplification of Fringe Benefit Tax and Foreign Investment Funds. The announcement presents proposals, including the treatment of vehicles for FBT and changes concerning foreign investments.

The same bill includes measures on financial arrangements, taxable not-for-profit organisations and withholding applicable to non-resident contractors. Combining them in one bill does not mean they affect the same taxpayers or take effect on the same date.

Preparation can take the form of a comparison between current practices and the subjects identified by the bill. For vehicles, examination concerns benefits provided; for foreign investments, it concerns the rules specific to the investments involved. This distinction helps organise monitoring without treating the bill as a uniform reform. Simulations remain conditional: they will need to be revisited if the enacted text or its timetable differs from the proposals presented on introduction.

For a business or investor, analysis must start with the measure affecting its transaction and follow its legislative consideration. Announcement of introduction does not justify changing a return or applying a proposed benefit; enacted provisions and their effective dates still need to be checked.
