In its news item of 10 September 2026, the General Tax Authority recalls that products subject to the tax-stamp system cannot be marketed without approved stamps. The checks described particularly concerned tobacco without compliant markings and products not authorised for sale.
The stamp confirms payment of excise and verifies lawful marketing of the product. For importers of cigarettes and other tobacco products, the authority also recalls registration in the Dhareeba traceability system and the requirement for valid, activated stamps.
A useful check distinguishes identification of the importer, the stamp's status and the goods to which it relates. Registration on the platform concerns the operator; it does not, by itself, establish compliance of every batch. Conversely, the announcement does not provide the elements of an individual decision needed to assess a dispute. The reminder's practical relevance therefore lies in reconciling products held with their traceability data.
We note that having an invoice does not, by itself, meet this marking requirement. The products actually covered and their traceability must be checked. Announcement of seizures and prosecutions does not, however, establish the final penalty for each inspected business.
